INTEGRATED SPATIAL PLANNING FOR AMALGAMATED HROMADAS

WHY HROMADA SHOULD PARTICIPATE IN THE PROGRAM?
The program is aimed to develop a model of enhancing capacities of staff of amalgamated hromadas in the fields of strategic spatial development and sustainable land use. Participation in the program involves development of the concept of strategic spatial development for amalgamated hromada. Spatial development concept allows for planning of long-term integrated development of the entire hromada's territory, considering national and regional contexts, with an emphasis on sustainable use of natural resources and land.

Addressing the current spatial, economic, environmental and social challenges facing amalgamated hromada, spatial development concept foresees creation of development scenarios for social and transportation infrastructure, environmental audit and landscape plan of hromada's territory, as well as prototyping of pilot actions that can be used for attracting investments.
Development of a vision for hromada's sustainable development in the regional and national contexts;
Capacity building measures for staff of amalgamated hromadas in the field of spatial planning;
Planning of strategy-driven efficient use of land and natural resources;
Development of strategic concepts for transport and social infrastructure;
Prototyping pilot projects for attracting investments;
HOW COULD THE AMALGAMATED HROMADA TAKE PART IN THE PROGRAM?
The application preparation and further participation in program activities requires coordinated work and efforts of all active members of hromada – from representatives of local authorities and administration to ordinary members of hromada.

To participate in the program, hromada should form a working group that will take part in educational activities within the program. Head of amalgamated hromada should be involved in the process of forming the composition of the Working Group.

It is envisioned that the Working Group should consist of six members, where three members will be delegated to participate in the introductory seminar and project Studio (a series of practical workshops on the development of concepts of spatial development of amalgamated hromada). The other three members of the Working Group will be involved in consultative role, as well as will participate in the preparation of public presentation in hromada (see Workshop 3 in the Studio plan) and the final International Conference in the autumn of 2019.
WHO WILL PARTICIPATE ON BEHALF OF AMALGAMATED HROMADA?
It is recommended that a Working Group is comprised of members with the following profiles:
Category A
Representatives of local government
● head of amalgamated hromada, members of the executive committee;
● deputies of the AH Council (members of specialized commissions);
● head of the local development agency;
● representatives of associations of local self-government bodies.
Category B
Specialists of authorized bodies on spatial-planning and architecture
● architect (urban planning, land relations, design of architectural environment);
● specialist in housing and communal services (maintenance of networks and utilities)
● civil engineer (agricultural, industrial and civil engineering)
● land-use specialist (land management, geodesy, inventory).
Category C
Representatives of local civic associations involved in local development
● representative of a local organisation that deals with local development issues;
● representative of bodies of self-organisation of the population (ОСН);
● representative of public councils and advisory bodies.
Category D
Other active members of the community that have an influence on the planning and use of hromada territories
● business representatives (agricultural enterprises, farms, industrial enterprises) and state institutions and enterprises that are the main users of hromada's land;
● representatives of local SME-s, especially those with corporate social responsibility projects targeted at the needs of local community;
● heads of local municipal and state institutions, which form basis of local social infrastructure (principals of schools and cultural institutions, chief hospital doctors, etc.).

Members of the Working Group who will participate in the introductory seminar and project Studio (three persons) have to be indicated separately in the online application form for participation in the program. Participant of the project Studio that represents Category A (representative of local government) serves as a Coordinator of the Working Group.

Responsibilities of the Head of Hromada
● delegates members of the Working Group for participation in the training events participation of the program and is responsible for the active involvement of all members of the Working Group in the educational process;

● coordinates the work of the Working Group participants and active representatives of the hromadas on the concepts of spatial development in between the educational activities;

● is responsible for punctual and complete submission of intermediate results of the development of concepts of local spatial development;

● organizes public events in hromada within the framework of the program.
● participates in the formation of the Working Group;

● is responsible for formulating strategic objectives of amalgamated hromada in the field of spatial development, which will be considered during the program;

● establishes access for the Working Group members, other participants and experts of the program to the local planning documentation and other data necessary for the Studio work;

● provides an opportunity for the members of the Working Group to participate in the program's educational events (facilitates issuing appropriate leave notices to participate in the program, etc.).

CRITERIA FOR SELECTION OF HROMADAS FOR PARTICIPATION IN THE PROGRAM:
Amalgamated hromadas are selected for participation in the program through an open call procedure. Applications are evaluated by an independent commission composed of representatives from CANactions School for Urban Studies and "U-LEAD with Europe" Programme.

Selection will be based on the following criteria:

Technical criteria:
● Timely submission of the application;

● Completeness and quality of filling in the questionnaire;

Completeness of the set of accompanying documents to the application;

● Sufficient number of candidates for the formation of the Working Group.

Motivational criteria:
● The content of the answers to the questionnaire block devoted to the priorities of hromada's strategic development and analysis of the current problems of spatial development;

● The content of the responses in the individual motivation block of the questionnaire, stated readiness and motivation of members of the Working Group to participate actively in educational events of the program;

Criteria for balance:
● Geographic balance between the regions of Ukraine participating in the program;

● Gender balance within the Working Group;

Balance between participating hromadas in regards to availability of urban planning documentation and strategic documents for local development;

● Balance between the participating hromadas, taking into account the previous experience with similar programs carried out by the government, associations of local self-government bodies, international technical assistance programs that support the decentralization reform in Ukraine.
Important considerations:

1. Applications for participation in the program from representatives of political parties will not be considered.

Only those amalgamated hromadas where elections have taken place are eligible to participate in the program.

Hromada should be represented by members of the Working Group during all program activities.

Are those hromadas where elections are scheduled in October 2018 eligible to apply?
CANactions:
No, only those hromadas where elections took place prior to deadline for applications are eligible to take part in the program.
Hromada:
Should there necessarily be 6 members in the Working Group?
CANactions:
Those hromadas that formed a Working Group according to recommendations (sixe members representing categories A-D) will receive a competitive advantage in the selection process.
Hromada:
Can head of hromada also be a coordinator of the Working Group?

Yes, provided that he/she is actively involved into program activities (incl. Studio workshops).
